PUBLIC OFFER
for a fee-based contract for consulting and related services

This document is an official offer by V.G. Matais, Individual Entrepreneur (hereinafter referred to as the "Contractor") to enter into a fee-based contract for the provision of services with any individual or legal entity (hereinafter referred to as the "Customer") on the terms and conditions set forth below.
Payment for services by the Customer constitutes full and unconditional acceptance of the terms of this Offer.
1. Subject of the Agreement
1.1. The Contractor provides the Customer with consulting and information services related to:
* visa issues;
* obtaining residence permits and residency permits;
* immigration programs;
* company registration;
* document preparation;
* support in interactions with government agencies;
* other services provided on the website.
1.2. The list, scope, terms, and cost of services are determined individually and agreed upon by the parties via email, instant messaging, invoices, or other means of communication.
2. Contract Conclusion Procedure
2.1. The contract is considered concluded upon:
* payment for services;
* advance payment;
* signing of a separate agreement, if any.
2.2. Acceptance of the Offer constitutes the Client's full agreement with all its terms.
3. Cost of Services and Payment Procedure
3.1. The cost of services is determined individually depending on the complexity and scope of work.
3.2. Payment is made using the methods specified by the Contractor.
3.3. Bank fees, payment system fees, and international transfer costs are borne by the Client, unless otherwise agreed by the parties.
3.4. State duties, consular fees, notary services, translations, and other third-party expenses are not included in the cost of services, unless expressly stated otherwise.
4. Rights and Obligations of the Parties
The Contractor undertakes to:
* provide services in good faith and within a reasonable timeframe;
* inform the Client about the progress of services;
* maintain the confidentiality of the information provided.
The Client undertakes to:
* provide accurate information and documents;
* pay for services in a timely manner;
* comply with the requirements of government agencies and consulates.
5. Limitation of Liability
5.1. The Contractor is not a government agency and does not make decisions on issuing visas, temporary residence permits, permanent residence permits, citizenship, or other permits.
5.2. The Contractor does not guarantee the receipt of a visa, temporary residence permit, citizenship, or other status, as the final decision is made by the competent government agency.
5.3. Refusal to issue a visa, permit, temporary residence permit, or citizenship does not constitute grounds for a refund of the cost of services already rendered.
5.4. The Contractor is not responsible for the actions of government agencies, consulates, banks, and other third parties.
6. Refunds
6.1. The Client has the right to refuse services before they begin.
6.2. In the event of refusal after the commencement of services, the Contractor has the right to retain the cost of the work actually performed and any expenses incurred.
6.3. Refunds will be made within 30 calendar days from the date of the refund decision.
7. Confidentiality
7.1. The Parties undertake not to disclose information obtained during the course of cooperation to third parties, except as required by law.
7.2. The Client consents to the processing of personal data to the extent necessary to provide services.
8. Force Majeure
The Parties are released from liability for failure to fulfill obligations due to force majeure circumstances, including natural disasters, military action, legislative changes, decisions of government agencies, and other circumstances beyond the reasonable control of the Parties.
9. Dispute Resolution Procedure
9.1. All disputes will be resolved through negotiation.
9.2. If agreement cannot be reached, the dispute shall be resolved in accordance with the laws of the Contractor's country of registration.
10. Final Provisions
10.1. The Contractor reserves the right to amend the terms of this Offer at any time by publishing a new version on the website.
10.2. The current version of the Offer is posted on the Contractor's website.
10.3. This Offer shall enter into force upon publication on the website.
